That supports the narrower proposition that Shah had not entered the Lok Sabha during most of the session. It does not establish that he literally “could not” enter Parliament, nor that he was absent from the Parliament complex itself.

The PMO ‘revolt’ remains an allegation

The most consequential part of Gandhi’s speech is also the least independently substantiated. He said he receives information from inside Modi’s office and that a “revolt” was underway there. The Congress clip establishes that he made the allegation, but no documentary evidence, named insider, official record or independent corroboration reviewed here establishes such an internal revolt.

This is the core accountability distinction: a politician can make a broader argument using some verifiable premises without thereby proving every inference or insider claim attached to them. Conversely, the absence of proof for the “revolt” does not make the press-conference or Lok Sabha-access issues imaginary.

Political response and institutional context

The BJP rejected Gandhi’s remarks and criticised his language. Shah separately said the government was willing to answer questions in Parliament and contested the Opposition’s description of him as missing. These responses establish the political dispute, not the truth or falsity of Gandhi’s private-source claims.

For democratic accountability, the strongest evidence-based questions here concern public access and legislative accountability: whether a prime minister subjects himself to open questioning, and whether ministers appear in the House during contentious sessions. Alleged private turmoil inside the PMO is a separate evidentiary question and should remain labelled as an unverified allegation unless corroborating evidence emerges.

What this record does not establish

This record does not establish why Modi has generally avoided full domestic press conferences, that he is unable to face journalists, that a revolt existed inside the PMO, that Gandhi had verified insiders there, or that Modi was unable to sleep. It also does not support the literal claim that Shah was outside Parliament for 20 days: reporting indicates a distinction between his presence in the complex and his absence from the Lok Sabha chamber.
