Modi’s declared degrees are backed by university records; RTI rulings concern disclosure, not authenticity

Modi’s current Parliament profile and 2024 election affidavit list a 1978 B.A. from Delhi University and a 1983 M.A. from Gujarat University, and officials at both universities have publicly said their records support those qualifications. A 17 August 2026 Instagram reel by @socialfeedpick asks whether the recurring dispute over Narendra Modi’s educational qualifications is a genuine transparency issue, a politically amplified controversy, or another social-media cycle. That framing is useful because the public record supports several propositions that are often collapsed into one another: Modi has repeatedly declared a B.A. from Delhi University and an M.A. in Political Science from Gujarat University; officials at both universities have publicly said their records support those qualifications; and courts have separately restricted access to underlying academic records through the Right to Information Act.

What the record establishes

Modi’s current Digital Sansad profile lists B.A., M.A. (Political Science) and names Delhi University and Gujarat University. His 2024 Lok Sabha election affidavit, archived by the Association for Democratic Reforms’ MyNeta project, likewise records a B.A. from Delhi University in 1978 and an M.A. from Gujarat University in 1983. An election affidavit is a candidate’s self-declaration; it is evidence of what was formally declared, not independent verification by itself.

There is, however, separate institutional confirmation. During the 2016 controversy, Delhi University Registrar Tarun Das said the university had checked its records and authenticated Modi’s degree, with the examination cleared in 1978 and the degree awarded in 1979. Gujarat University Vice-Chancellor M. N. Patel separately said university records showed Modi passed the M.A. in Political Science in 1983 as an external student with first-class marks. Gujarat University later addressed a variation in the name used on admission forms and said its records were genuine.

The RTI cases answer a different question

The Central Information Commission had ordered searches or inspection relating to university records. The Gujarat High Court in March 2023 set aside the CIC direction concerning Gujarat University, holding that educational-degree information was exempt from disclosure under Sections 8(1)(e) and 8(1)(j) of the RTI Act in the absence of a demonstrated larger public interest.

In August 2025, a single judge of the Delhi High Court similarly set aside the CIC direction concerning Delhi University records, treating academic records as personal information held in a fiduciary relationship and requiring an overriding public-interest basis for disclosure. Appeals against that Delhi ruling were still being argued in February 2026; IndiaFiles did not locate a later reported appellate disposition as of this update.

These decisions are therefore disclosure and privacy rulings. They are not judicial findings that Modi’s degrees are fake. Nor should the refusal to compel disclosure be treated as independent judicial authentication of every document circulated in political debate.

The core issue: verification and access are not the same thing

The strongest evidence does not support a simple “degree proved” versus “degree hidden” binary. Official parliamentary and electoral records repeatedly carry the qualifications, and the two universities have publicly said their records support them. At the same time, the RTI litigation concerns whether citizens can compel inspection or disclosure of underlying academic material from public universities.

That distinction matters for public accountability. A public figure’s declared qualification can be institutionally corroborated while access to the underlying records remains legally restricted. Conversely, a court’s privacy ruling cannot logically be converted into evidence of forgery. The transparency question is real, but it is different from the authenticity question.

What remains unproven

IndiaFiles has not independently inspected the complete underlying university registers and academic files. The reviewed court rulings do not adjudicate a forgery claim, and the 2026 reel itself does not provide evidence that either degree is fabricated. The recurrence of the controversy before elections also does not by itself prove a coordinated political motive or measurable electoral effect.

There is also no educational qualification prescribed for becoming Prime Minister, a point noted by the Gujarat High Court. The public-interest significance of the dispute is therefore primarily about truthful self-declaration, institutional verification, transparency and the boundaries of access to public-university records—not legal eligibility for the office.
