Gadkari’s pothole-monitoring claim reflects real highway technology, but detection is not proof of road quality

An Instagram reel posted by Junaid Ahmed on 14 July 2026 juxtaposes muddy, badly damaged road footage with an excerpt of Union Road Transport and Highways Minister Nitin Gadkari saying that new technology lets him monitor roads from his chamber, see even a single pothole and understand road quality.
The technology claim has a substantial factual basis. NHAI has used Network Survey Vehicles for road-condition surveys for years, and in 2026 expanded a technology stack that includes 3D-laser survey vehicles, AI-powered dashcams, drones and a central data system designed to detect potholes, cracking, rutting, drainage problems and other defects. But neither the reel nor the official material establishes that Gadkari personally sees every pothole on every road, or that digital detection itself guarantees timely repair.
What the reel shows and says
The 12.3-second reel is from Instagram account @md_junaid_ahmed_laskar. Its caption contains only hashtags referring to Junaid Ahmed, Nitin Gadkari, trucks, off-road and driving. The audio excerpt says, in Hindi, that technology has been introduced so the minister can see roads while meetings continue in his chamber; if even one pothole appears, he can see it and understand road quality.
The reel visually contrasts that statement with a vehicle struggling through a muddy, deeply rutted road. The post identifies its Instagram location as Assam, India, but the reel does not establish the exact road, its administrative owner, when the muddy footage was recorded, or whether it is a National Highway. That footage therefore cannot by itself be used as proof that the specific road falls under Gadkari’s ministry.
The monitoring systems are real
NHAI made Network Survey Vehicle use mandatory for National Highway condition surveys in 2021. These vehicles use cameras and laser-based equipment to measure road distress including cracking, potholes and patches.
The system has since expanded. In October 2025, NHAI announced NSV deployment across 20,933 km in 23 states, with condition data uploaded to its AI-based Data Lake. In March 2026, it announced AI-powered dashcam analytics across around 40,000 km of National Highways, with weekly surveys intended to identify more than 30 types of defects and anomalies, including potholes, rutting, cracking, damaged road furniture and water stagnation. By June 2026, the ministry described these systems as part of a shift toward predictive asset management, alongside drones and structural testing.
Detection and accountability are different stages
The important public-interest issue is not whether technology can detect potholes; official records show that it can and is being deployed for that purpose. The harder governance test is what happens after a defect is detected: whether it is correctly assigned to the responsible authority or contractor, repaired within an enforceable period, and independently verified as fixed.
This distinction also matters because the Union road ministry is responsible for National Highways, not every road visible in India. Gadkari himself has publicly stressed that distinction while acknowledging road-quality problems and saying action is taken against erring contractors. NHAI’s 2026 monitoring plans likewise describe technology as a tool for generating actionable information and enabling timely rectification, rather than as evidence that defects no longer exist.
What the evidence means
The reel captures a real tension between increasingly sophisticated infrastructure monitoring and the citizen experience of damaged roads. Its mockery is not, however, a location-specific fact-check: the muddy road shown is not sufficiently identified to connect it to NHAI or to test whether the monitoring system detected that particular defect.
The supported conclusion is narrower and more useful. Gadkari’s description is grounded in genuine road-monitoring technology, but the strongest version of the claim — that a minister can effectively see every pothole and thereby know road quality — should not be treated as proof of comprehensive coverage or successful maintenance. Monitoring creates visibility; road quality ultimately depends on coverage, data quality, responsibility, repair and enforcement.
