Singrauli’s ₹810 Anganwadi spoon controversy: suspension, ₹4.99 crore order and the payment question

The ₹810 spoon allegation concerns a 2024 procurement order for around 1,500 Anganwadi centres in Singrauli. A 2025 Assembly reply confirmed an inquiry and suspension, but also said payment had not yet been made—an important distinction in claims of a ₹4.99 crore scam.

A fresh Instagram reel has revived the claim that the Madhya Pradesh government bought spoons for ₹810 each for Anganwadi centres. The dispute is real and serious, but the available official record tells a more precise story: unusually high rates appeared in a nearly ₹4.99 crore procurement process in Singrauli, an inquiry led to an officer’s suspension, and the state told the Assembly in March 2025 that payment had not yet been made.

What was ordered for Singrauli’s Anganwadis?

The controversy concerns proposed supplies for around 1,500 Anganwadi centres in Singrauli district. News reports published in January 2025 described a Government e-Marketplace (GeM) procurement process with rates of ₹810 for a spoon, ₹1,348 for a serving spoon and ₹1,247 for a steel jug. Widely reported quantities were 46,500 spoons, 6,200 serving spoons and 3,100 jugs. At those unit prices, their respective totals are ₹3,76,65,000, ₹83,57,600 and ₹38,65,700, adding to ₹4,98,88,300. These are the figures underlying the claim about ₹3.76 crore spent on spoons alone.

The procurement rates demand scrutiny. But reports sometimes used the words ‘bought’ and ‘spent’ for the full order, even though later official information distinguished the procurement process from completed payment. Some reports also differed about quantities and descriptions of the utensils. The exact purchase and supply records, product specifications, receipt of goods and payments matter for determining the final public cost.

What did the Madhya Pradesh government confirm?

In a reply to the Madhya Pradesh Legislative Assembly in March 2025, the Women and Child Development Department said the procurement process followed the district collector’s permission and a tender invited on GeM on 7 November 2024. The department acknowledged the complaint about the ₹810 spoon and ₹1,348 serving spoon rates. It said a committee had investigated the allegations and the Singrauli district programme officer was suspended.

Another Assembly reply, dated 21 March 2025, explicitly stated that the supply process under the utensil purchase order was ongoing and payment had not been made at that time. This qualification matters: an order worth nearly ₹5 crore is not, by itself, proof that ₹5 crore was transferred to a supplier or misappropriated.

Separately, January 2025 reporting described an inquiry by the Economic Offences Wing and its examination of departmental records. An investigation and suspension warrant public attention, but neither establishes a final criminal conviction. The publicly inspected materials do not establish a final adjudicated loss amount or the eventual payment and supply status through October 2026.

Why the prices and procurement controls matter

Anganwadi centres provide nutrition and early-childhood services. Money allocated for basic utensils should purchase suitable, durable items at defensible prices. A GeM listing or completed tender process does not settle whether specifications were genuine, competition was effective, quantities were necessary, supplies arrived, and rates were reasonable. Equally, an ordinary shop price cannot alone establish the correct price for an institutional supply contract without checking the quality, tax, transport and other contractual requirements.

The reported unit rates were high enough to justify an independent review of comparable products and bids. Officials responsible for spending public welfare funds should be able to explain why the selected products and prices were appropriate. If evidence establishes deliberate overpricing, manipulation or wrongful payment, accountability and recovery would be justified. The evidence available here does not establish individual criminal guilt or that the ruling political party personally received money.

What remains unanswered

The most important outstanding records are the final inquiry report, the full tender and competing bids, the detailed work order, delivery and inspection records, invoices, payment history, and any final Economic Offences Wing or court outcome. Those documents would show whether the disputed rates translated into delivered goods, an actual financial loss or corrective action beyond suspension.

Bottom line: Singrauli’s unusually priced Anganwadi utensil order was not merely an invented social-media claim. It prompted an official inquiry and suspension. But repeating that ₹3.76 crore was already spent on ₹810 spoons—or that a political party was proved to have stolen it—goes further than the confirmed record. The strongest established finding is a serious procurement-accountability failure requiring clear disclosure of the final investigation, supply and payment outcomes.
